Avalon City Treasurer Christy Lins resigned effective Dec. 1. City Manager Denise Radde made what she described as the sad announcement of Lins’ resignation at the Dec. 3 council meeting.
Radde said the treasurer (had submitted her resignation on Nov. 27. According to Radde, the treasurer had bought a business, which created an economic conflict of interest.
Radde said the last two treasurers were CPAs. According to Radde, there was nothing in the Avalon Municipal Code outlining the qualifications for city treasurer. Radde said she was still researching the position.
Radde pointed out that in some cities, the treasurer is also the finance director.
Council Member Cinde MacGugan-Cassidy said she liked the idea of a second set of eyes. She said if no on applies, the position would go vacant.
However, City Attorney Scott Campbell said, “Then you appoint.”
Cassidy said she was going to suggest looking into the pros and cons of eliminating the position.
However, Campbell said Avalon had to have the position.
Campbell, echoing Radde’s earlier words, said some cities have a finance director/treasurer. (In Avalon, the city hires a finance director and elects the treasurer.)
Campbell said some cities have an elected treasurer and some cities have an appointed treasurer.
Campbell said Avalon has an elected treasurer, but they were looking for the “historical remnant” of how that came to be.
The Islander reported Lins’ uncontested re-election to a four-year term in 2016.
